NASA's Office of Equal Opportunity Programs (Code E) established the Minority University Research and Education Division (MURED) in 1990 to increase the Agency's responsiveness to Federal mandates related to historically black colleges and universities (HBCU) and other minority universities (OMU), including hispanic serving institutions and tribal colleges an universities. MURED is responsible for formulating and executing the Agency's Minority University Research and Education Program (MUREP) budget, developing Agencywide policies, procedures, and guidelines that enhance the involvement of HBCU and OMU in the Agency's mission.

It is through MURED that quality programs are funded and fully executed through the Office of Diversity and Equal Opportunity and Academic Affairs Offices.
